A Pro 9 user is defined as someone who is registered as a user in the system and have a login. If the user is a person working in the company, the user can be connected to that person.
What functionality the user has access to and what data he/she can see and/or edit is controlled by permissions. Adding users or editing user settings or user permissions is done in Application Security > User permissions > Search user.
If the user is not set as active, he/she will not be able to log in. The user can also be locked out and not able to log in if he/she has tried to log in with the wrong password. How many times a user can try to log in with the wrong password before being locked out is configurable. By default, the user will be looked out after the third attempt with the wrong password.
